  1. In a bowl, mix together white vinegar, soy sauce, minced garlic, brown sugar, bay leaves, and whole black peppercorns. Add chicken and marinate for at least 30 minutes.
  2. Heat oil in a pan and sear the chicken pieces until browned on all sides.
  3. Transfer chicken and marinade to a pot and add water. Bring to a boil, then lower heat to a simmer and cook for 30-40 minutes, or until chicken is cooked through.
